Library Functions

These may be needed to operate on table data or on NDim data. In the latter case we need to identify a minimum number of packages which can process as wide a range of data as possible.

If you know of a package like Starlink or Gaia that includes any of these functions, please add them in under "resource". Also, if there is a library function you consider important, please add it in.
